Provincetown Town Meeting Forum Previews $332,000 Air Service Override Among 37 Articles

PROVINCETOWN — March 31, 2026 — Provincetown's annual Town Meeting Forum previewed a 37-article warrant headlined by a $332,000 Proposition 2.5 override for winter air service. Town Manager Alex Morse walked residents through the warrant on March 31, one week before the April 6 Town Meeting, describing Article 12 as the only proposed override and explaining that a minimum revenue guarantee with Cape Air would cost taxpayers an estimated $5.99 per $100,000 of assessed property value annually if approved at both Town Meeting and the May ballot. The FY27 operating budget shows a year-over-year increase of just over 7 percent and requires no general override. A $300,000 Capital Improvement Plan appropriation for gender-inclusive renovations at the MacMillan Pier comfort station drew sharp public pushback from a trans architect who argued the design process excluded the community it was meant to serve; Morse disputed that characterization, saying the working group received updated designs in September and provided no response. Article 38, added to the consent agenda after a recent fatal maritime incident, would appropriate $50,000 in seed funding for a fishermen's memorial bearing approximately 900 names — a project first proposed in 1978.
