Provincetown Heads to Town Meeting With $41.8 Million Budget and Operating Override

PROVINCETOWN — March 26, 2025 — Provincetown voters will face an operating override and $5.3 million in housing borrowing when Annual Town Meeting opens April 7. Town Manager Alex Morse led a March 26 public forum on the warrant, explaining that the proposed FY2026 operating budget of $41.8 million — up from $37 million — is driven almost entirely by a fire department personnel budget that has grown from $871,000 in FY2022 to a proposed $4.7 million, reflecting 18 new full-time hires since 2022. The estimated tax impact of the override is $26.80 per $100,000 of assessed value, or roughly $260 annually at the median. Two housing borrowing articles would authorize up to $4 million for a 40-unit ownership project at 26 Shank Painter Road — where 30 units would be priced between $200,000 and $650,000 with year-round deed restrictions — and up to $1.3 million for the Barracks Project at 207 Route 6, adding 13 deed-restricted rentals and roughly 112 seasonal worker beds. Both are proposed to be funded from rooms tax revenues. Select Board member Leslie Sandberg attended the forum; the Community Housing Council and year-round market rental housing trust voted unanimously against a separate citizen petition capping short-term rental certificates at 1,000, a measure its sponsor said is needed to stop the ongoing conversion of year-round rentals to seasonal use.
